Public Corporation "Concern Vneshenergosnab" was founded in 1997 (its name was Limited Society "VES" that time) as a structure for breaking chains of non-payments on pay of electro-energy deliveries, which had been worked by RF output in the address of SEC (State Electrical Company) "Belenergo".
